Dr. Manabe is a senior official of the Cabinet Agency for Infectious Disease Crisis Management (CAICM)and serves as the overall commander responsible for initial response operations.

CAICM was established in 2023 as a leadership organization to oversee and coordinate high-level responses with the relevant ministries and agencies in the event of infectious disease crises as well as to respond promptly and appropriately through a comprehensive government led response.

Dr. Manabe is a medical doctor with extensive experience both in Japan and internationally in the fields of healthcare and environmental administration. He has held numerous key positions in the development and implementation of Japan’s healthcare policies, including reforms to the healthcare system, the introduction of the long-term care insurance system, and measures against infectious diseases. He is one of the leading figures among Japan’s medical officers.
